CURRENT EXPERIENCE OF DEVELOPMENT OF DISTANCE LEARNING SYSTEMS OF BORDER GUARDS IN LITHUANIA, LATVIA, ESTONIA AND FINLAND

The article analyzes the peculiarities of the organization of distance learning of personnel of border guard agencies in departmental educational institutions in Lithuania, Latvia, Estonia and Finland with the aim of further implementation of best practices in the system of professional training of personnel of the State Border Service of Ukraine. Currently, in the border guard educational institutions of Latvia, Lithuania, Estonia and Finland, there is an increase in opportunities for the development of distance learning systems, which leads to an increase in the number of relevant studies, conducting joint projects to determine future educational strategies. The results of the analysis of the distance learning system in the specified EU countries indicate general problematic areas, such as the lack of a strategic approach to the development of distance learning and the low level of digital competence of teachers in the development of interactive educational content, low motivation and involvement of teachers when communicating on the Internet, an imbalance between distance learning of cadets and their independent learning, as well as the need to improve the potential of the information and educational environment of border guard educational institutions. To analyze the positive and negative aspects of distance learning, regular feedback from students and support in developing interactive content is needed. The main advantage of using computer technology is that teaching materials can be regularly updated and supplemented, and can be used at any time and in different places. To eliminate the disadvantages of distance learning, UNESCO's proposals were submitted to structure the educational process and achieve better learning outcomes. In order to develop systems of distance learning of border guards, partner educational institutions of EU countries have developed a distance learning manual, which contains instructions for developing the content of distance learning of border guards.
