EXPERT EVALUATION OF THE SYSTEM OF DESIGNING CONSULTING ACTIVITIES IN A HIGHER EDUCATION INSTITUTION UNDER CONDITIONS OF UNCERTAINTY

The use of expert evaluation of the system of designing consulting activities in a higher education institution is a powerful auxiliary tool in conducting scientific and pedagogical research. In this context, we studied the opinion of experts on the evaluation of the system of designing consulting activities in a higher education institution. The evaluation experts are: groups of researchers, each of whom responds individually in writing; an organizational group that summarizes the opinions of experts. The purpose of the study was to describe the methodology and results of the expert evaluation of the system of designing consulting activities in a higher education institution under conditions of uncertainty. The selection of research methods was determined by its theoretical nature. In order to determine the effectiveness of the consulting activity design system, expert evaluation procedures were used, which included certain methods, namely: scenario method, brainstorming method, questionnaire method, commission method, Delphi method, etc. The article presents the calculations of the professional competence of experts and the obtained indicators, reveals the significance of the methods used, and discusses the shortcomings of the expert evaluation procedure for designing a consulting activity system in a higher education institution under conditions of uncertainty. The processing of the data obtained during the study was ensured by using the technology of the qualimetric approach and index evaluation. The weight of the factors of the qualimetric submodel of management of consulting activities in higher education institutions based on multi-level support of educational entities showed the equivalence of the priorities set by the expert groups of the author's system for designing consulting activities in higher education institutions under conditions of uncertainty. The study identifies prospects for further scientific research, which consists in the practical implementation of the results of expert evaluation by developing scientific and methodological recommendations for designing consulting activities in an educational institution under conditions of uncertainty.
