THE ROLE OF COLLEGIATE BODIES IN THE MANAGEMENT SYSTEM OF HIGHER EDUCATION INSTITUTIONS

Abstract

The article focuses on clarifying the peculiarities of the functioning of collegiate bodies in domestic institutions of higher education. It reveals the essence of the collegiate approach to the activity management of the higher education institutions. It is emphasized that collegiality is a form of joint work for the purpose of making optimal decisions in educational activities or a management principle, based on which decision-making is carried out not by one person, but a group of persons (college) who are endowed with equal rights and powers while solving tasks. According to the Law of Ukraine “On Education”, there are two levels of collegiate bodies in higher education institutions – the level of management of the educational institution and public self-government. The article focuses on the fact that the academic council of the university, the academic council of structural subdivisions (institutes, faculties), the supervisory board, the scientific-expert board, the scientific-methodical (scientific-technical) board, the advisory board, the board of young scientists are included in the collegiate management bodies of the educational institution. The collegiate bodies of public self-government include the conference (meetings) of the labour team and student self-government. The article analyzes the composition of the collegiate bodies of I. I. Mechnikov Odesa National University, Lviv Polytechnic National University, V. N. Karazin Kharkiv National University, Sumy State University, Bohdan Khmelnytskyi Cherkasy National University, and find out that the same collegiate bodies function in most of these universities, in addition, they may be supplemented by permanent or temporary commissions by decision of the higher education institutions. In the course of the analysis, positive aspects of the activity of the collegiate bodies of higher education institutions were established including a higher level of validity and quality of management decision-making due to the involvement of a wider range of scientific and scientific-pedagogical workers in their development; use of optimal forms of activity of collegiate bodies; application of progressive, innovative approaches to activity; involvement of promising young scientists in the management of the educational process; broadening the outlook of employees who are part of collegiate bodies, as they have to go beyond their daily activities.
