Abstract

The article substantiates the relevance of studying the content and structure of future education managers’ digital competence in the context of digitalization, wartime challenges, and Ukraine’s European educational trajectory. It is emphasized that a contemporary education manager should be viewed not only as a user of digital tools but as an agent of digital leadership able to plan digital transformation, organize digital infrastructure, work with educational data, support teachers in the use of technologies, and ensure a safe, inclusive, and ethical digital environment. The purpose of the article is to define a modern understanding of future education managers’ digital competence and justify its structure. The study employs theoretical methods: analysis of international framework documents and Ukrainian regulations; generalization of scholarly approaches; comparison; systematization; and modeling. The analysis draws on DigComp 3.0, DigCompOrg, DigCompEdu, UNESCO and OECD documents, as well as Ukrainian regulations on digital transformation in education. Future education managers’ digital competence is interpreted as an integrative professional and managerial characteristic that combines digital literacy, analytical skills, ethical responsibility, and readiness for innovation. This competence enables future specialists to exercise digital leadership, manage digital transformation of an educational organization, make evidence-informed decisions based on data, and develop a safe, inclusive, and technologically capable educational environment. Its structure comprises strategic leadership, organizational managerial, technological, pedagogical, socio-ethical, and reflective-innovative components. Each component is manifested at the cognitive, activity-based, and value-reflective levels. The proposed structure may serve as a basis for developing criteria, indicators, and diagnostic tools for assessing the digital competence of future education managers.
